and some threats made but all has subsided apparently and no harm done.

When the Freedmen hold the governing power there is no danger of harm being done, though any concerted move against them.

The Schools throughout the Sub. Dist. were opened Oct. 1st. and are in successful opperation. There is still the same desire and determination manifested - to fit themselves for Citizenship by Education. Three schools have been opened, and are not carried on under their own auspices.

No important complaints have been made against the Civil Courts for Judgements given unjustly, and it is generally believed that the Law is impartially administered. There is no doubt however that a white man stands a better chance than a black man, as a rule, which will always be the case.  There has been no call for Rations yet, but it is believed there will be a demand before the Winter closes. 

The County Authorities understand that they are to provide for their own
