Indigents without regard to color and they have responded readily thus far when called upon.  In some of the Counties these means are limited, and suffering would arise in case of severe sickness.

Clothing will be required in some instances to prevent suffering among the Old and Infirm.

The Officers in their administration I believe to be just to the Freedmen, and careful to give no unnecessary cause of complaint to their former masters.
