General:
I have the honor to inform you that the teachers in the Freedmens schools of this city have been refused the privilege of purchasing their subsistence stores at the commissary establishment by Cap. Penrose the officer in charge. It is believed the orders of the War Department authorizing sales to teachers have never been revoked. 

I respectfully request, in their behalf, that this order may be continued in force for their benefit.
