Enclosed please find Oath of Office which I forward as requested. The delay has been occasioned by the death of the County Clerk whose certificate and deal is regarded as necessary to establish the fact that William Thomson the describing Justice, was a justice of the Peace for this County. The death of the Clerk, Mr. Miller, and the delay in the appointment of a new Clerk, has occasioned my withholding the oath so long. No County Clerk has of yet been appointed, but I forward the Oath with the understanding that if his certificate is needed, the Oath can be returned, and I will have it completed as soon as a Clerk may be appointed. A gentleman here has been qualified as Clerk of the Circuit Court only, and cannot make the certificate referred to.
