it is doubtful in my opinion that full and complete justice being given them, by the Civil Authorities. Prejudices are so strong, I am made to see now this is to be obviated under the peasant system of affairs.

3d. The Registry of Marriages is still incomplete. So far as it has progressed, full explanations of its objects have been given, and it is well understood, but not till their condition is elevated by Education will their marriage relations be considered sacred and binding by many of them.

4th. Provisions have been made by the County Authorities for the care of its own poor without regard to color. - No complaints have been made of neglect on the part of freedmen - so far as this is concerned. I have issued some few articles of Clothing, but only to the old and decriped [[sic]].

5th. There is plenty of work for all who are able and desire employment. As a class they are anxious to work and get along. The new System of labor is fining its levels.

6th. The schools are still in successful opperation [[sic]] and are doing all that can be done towards Educating them. They are as eager as ever for this means of elevating themselves, and rapid progress is being made in all the schools.
