I have the honor to state that I left this Division last month suddenly and unexpectedly, upon hearing of sickness and death in my family. I immediately applied for leave of absence, and upon its being returned from Hd Qrs 9" Sub: Dist: "disapproved" I hastened to my post. As to my being in the habit of leaving without authority, the contrary is the case.

I have furthermore to state that I have been making every effort to discover the perpetrators of the outrages in this place - (see letter of June 3d) but as usual those who know are most unwilling witnesses, and in fact deny all knowledge of what they must have seen.
