In obedience to letter of instructions dated June 19, 1868, I proceeded to Boydton on the 26th of June, having previously notified Messrs Geo: B. Finch and Geo. W. Graham that I should be at Boydton on the 26th or 27th inst, for the purpose of investigating charges preferred against Mr Graham by Messrs R.B. Baptist, W.T. Atkins, and G.B. Finch_. I reached Boydton late on the 26th, and next morning before 9. A.M. I addressed a note to each of those gentlemen informing them I should be prepared to proceed with the investigation at 10. A.M. on that day, I waited until 11 A.M., about which time Mr Baptist handed me the letter marked A, and abruptly left the Office, refusing all conversation. I then addressed a second letter to Mr Baptist stating that, in accordance with instructions, I should proceed with the investigation at 3 P.M. the same day, and requesting the complainants to be present_. At 3 P.M., having received no reply to my second note - or seen any of the complainants - I proceeded to examine such persons as I judged could testify as to the present condition of Mecklenburg County, compared with previous years since 1864, the conduct of the freedmen living in the county and the manner in which Mr Graham
