transacted his Official business, with a view to ascertain if the charges against Mr Graham were sustained or disproved by facts adduced - said charges being "that the people of Mecklenburg Co. have for some months past, and are now greatly aggrieved by the presence and conduct of Geo: W. Graham, Agent of the Bureau R.F. & A.L., and that they verily believe that the peace, good Order and safety of the community require that he should be promptly removed_".

I called upon Joseph A. Tarwater Esq. Justice of the Peace and Registering Officer, Clarksville (No 1) District, for a statement in writing, which I enclose herewith, marked "B"_. The district for which Mr Tarwater speaks includes the town of Clarksville and some of the largest plantations in the county, and is thickly populated. In his general remarks, Mr Tarwater was even more emphatic in his statement, that the condition of the county and the crops of 1868, in his district, showed a marked improvement over that of 1867_. Mr Tarwater also stated he had never heard of the meeting of citizens referred to in communication of Messrs Baptist, Atkins and Finch, or of charges against Mr Graham until that morning.

I next called upon J.B. Stegal Esq. Justice of the Peace, Boydton (Court House) District No 3, and invite attention to his statement marked "C"_. Mr Stegal's Magisterial district is the second largest in the county, and as Registering Officer at large in 1867, President of Board of Registration in 1868 and proprietor of the Hotel at Boydton, he is brought constantly into communication with all classes of citizens_. Mr Stegal - in general remarks - stated that the unanimous report of all he conversed with, was that colored people were more orderly - Crops wider in breadth and better
