He also stated that he had never heard of the meeting of citizens, or the charge against Mr Graham, until I handed to him the complaint of Messrs Baptist, Atkins and Finch _ As one of the parties _ Mr Finch - boards at his Hotel - Mr Stegal is the Magistrate of the Court House district, and the Court House across the street from his house - it does seem strange he should not have been consulted on a matter which, it is claimed, involved "the peace, good order and safety of the community". 

I met Rufus Morse or Moss, a very intelligent colored man from the 6th Magisterial District — Tunstall's — and examined him under oath_ the interrogatories and answers I file here - with marked "D"_. I would here remark that I questioned _ without further notice _ every colored man who came into the office on business during the day, and all made similar statements_.

I also invite attention to testimony _ marked "E"_ under oath of Mumford Brandon (colored) who lives at King's Store - 8th Magisterial District_. Brandon is a very intelligent man, and has been farming for many years in Mecklenburg Co._ His statement as to condition of crops. and public order is postive, and is confirmed by information gathered by me from other parties, while passing through the county.

I then visited the 4th Magisterial District, and called on Mr Gillespie who cultivates a considerable farm. His opinion is clearly to the effect that crops are larger, better managed, and more promising than last years _ and that the laborers are working better and more steadily, and are much more orderly than last year.
