and disproved, while the motive which prompted them appears _ not as claimed in the preamble and resolution, the action of responsible citizens anxious for the public good of the county of Mecklenburg _ but the concoction of a little clique _ from purely personal considerations and possible ulterior advantage to their political party.

I found Mr Graham's Office business and papers in good order, and if he has erred in the management of his Division, it has been in over anxiety to do his full duty to the freedmen, who are his especial charge, by protecting them from ill treatment and imposition, and striving against the most strenuous opposition to establish schools for their instruction.

I asked Mr. Graham if he wished to make any statement in answer to the charges, but he did not consider it necessary _ relying, for their refutation, upon the opinions and testimony of unprejudiced citizens of the county. In case Messrs Baptist, Atkins and Finch should press these or other charges in person, he asks the privilege of being present to answer. Respectfully submitted.
