Robert L. White Registering officer of the 4th Dist. Mecklenburg Co makes following statement in reference to charges preferred against G W Graham A.S.A. Comr by B B Baptist & others  I have known Mr Graham nearly the entire time he has been  in this county and have frequently been in his office at Boydton, and have seen him transact business and so far as I have seen or heard he has done full justice as between white and colored. In my neighborhood I hear less complaints by employers, and their colored laborers of negligence of duty than any year since the surrender, except perhaps those who are living to themselves. These lose too much time moving about and lack means & management. As compared with previous years since the surrender there is less difficulty between white and colored people in my neighborhood and I hear of few complaints from either party. About as much time is lost however at public meetings as last year.
 
As Registering officer I am frequently consulted by colored people on political matters and hear from them what transpires but in no case have I heard any thing which indicated that G W Graham was giving any advice calculated to lead to difficulty between white citizens & colored
