Samuel Emory of Christiansville Registering officer of 5th District Mecklenburg Co makes following statement

I have heard of less difficulty between white and colored in my district than any previous year since the surrender - and the colored people are more courteous and willing to be controlled than last year

They are also working more generally and industriously than before - I seldom see an idle freedman. There is fully as much land under cultivation and crops better managed than last year

There have been fewer controversies than formerly between white and colored and of them settled by G W Graham as ASA Comr. that have come to my knowledge both classes have expressed themselves satisfied with his decisions as fair and just between the parties.
