I have the honor to report the following case of failure on the part of the Civil Authorities to grant justice to a colored person, and making distinction of race and color. The facts are as follows.

Yesterday evening, Sunday June 7th, a little son of Mr Arthur Latham was injured by a stone, said to have been thrown by Bob Fletcher, a little colored boy aged 5 years, small and delicate for his years. The merest infant in fact, as well as in law. Mr Latham chased this child to its mothers house, and ran in and beat it with a stick, lifted it by the hair and in fact, as found, beat the child severely.
