I have the honor to report that since the case of Latham and Fletcher in which I reported the singular course taken by Mr Atwell, two cases of assault upon Freedmen, both in agravated character have occurred in this corporation.
 
One in which a colored woman was assaulted by an entirely unprovoked an malicious attack by a drunken white man, who kicked her in the breast repeatedly.

The case was tried by Geo. W. Grier, Mayor of the corporation, without notice to me (although all the Magistrates of the County have been notified of my desire to be present, and requested to
