I have the honor to transmit herewith an official copy of a report from J.T.H. Hall A.S.A.C. 3rd Division, reporting the failure of the Civil authorities of Shenandoah County to take any steps towards the punishment of Robert Garr, for assaulting a colored girl named Celina Jackson. This is the second assault upon the girl since giving her testimony against the parties who burned the flag pole at Woodstock recently, and is doubtless intended as an example to the rest of the colored people for the future; and if allowed to go unpunished by the Military authorities it can hardly be otherwise finally, but that outrages of all kinds can be committed, and no one will dare testify to the perpetrators -
