I have the honor to report the refusal of the civil authorities to take any action against Robert Garr, who assaulted and beat a colored girl named Celina Jackson on the morning of the 21st inst.

The girl complained to Joseph S. Irwin Justice of the Peace, who has declined to act in the case: complaint was then made to William Bennett Justice of the Peace, who also declined to take any steps towards furthering the ends of Justice. The last named justice refused to issue a warrant for an assault upon this same girl a few days since. See letter from the office, dated June 9th 1868.

I respectfully ask that the man Garr be arrested and tried by the military
