information was "forwarded" to your office March 3rd 1868 as already referred to in the foregoing. I was laboring under the impression that this information had been "forwarded" to the Asst Comr from your office by your furnishing him with a copy or extract of my report of March 3rd 1868 I am very sorry that the delay has occurred and can only say that I did not construe the meaning intended by the Asst Commr in the said Circular to be that I should furnish an additional report (monthly) to him
I have read the Circular again carefully and can put no other Construction upon in than the following - viz (ie if my first construction was wrong.) - That I am to furnish your office with a report each month of my intended visit to the county of Rappahannock Va giving the date &c & Convey also in the same "information" that the freedmen have been notified of my proposed visit. & upon the return of said report from your office (approved) I am to make a similar report containing the same information to be "forwarded" through the proper channels (?) to the Asst Commr
If this is a proper construction of Circular No 1 C.S. referred to, then I have to say by the way of a full explaination that I entirely misconstrued the meaning of the same. If the latter construction of said Circular is erroneous I beg respectfully to be further instructed.
