Brown Asst Commr Bu R F & AL Dist of Va Richmond Va General I have the honor to report that at the last Grand Jury term of the Circuit Court of Rappahannock County Va a large number of persons white and colored living in the neighborhood of the place where Arthur Lee (col'd) was murdered were at the instance of J Y Menefee Esqr Comwth [[Commonwealth]] Atty ordered before the Grand Jury with a view of getting some clue to the perpetrators of the murder. A rigid examination of the parties by the Grand Jury failed to illicit any information tending to show who the guilty party of parties were. The whole affair is therefore still a profound mystery I am satisfied that every effort possible to be made by the civil authorities has been made and is still being made to apprehend the perpetrators of this crime I will advise you by Special report if any information is obtained.
