Comr. for the uniform courtesy and kindness which has made his official relations with this office:  Ever ready to advance the interests of those for whom he labored, he has given permanency to the schools throughout the Valley, encouraged temperance and protected labor, thereby placing the Freedmen on the surest and safest road to intelligence, health and independence, from whence arise contentment and true happiness.
