Directly after the late election I learned that quite an opposite feeling had existed between some of the leaders of the Republican party in the District composed of the Counties of Westmoreland, Richmond, Northumberland and Lancaster with reference to the best policy to be pursued, and the nomination of candidates as Delegates to the convention. 

In order to insure the Election of the Republican ticket a part of the Union white element of the District (among which was Lieut Busby) thought it best not to put on two northern men, but rather have one true Loyal Virginia.— hence were opposed to Mr Nash. 

I do not consider Lieut Busby as in the interest of the conservative party — far from it — but his views as to the political policy to be pursued greatly differ with those of Mr Nash. It is not to be supposed that an agent of the Bureau can pass through his duties without being traduced. — there will be those who dislike them for qualities that ought to procure esteem — those who are not willing that others should be better than themselves.

I cannot recommend the removal of Lieut. E. W. Busby A.S.A. Com. 5th Division upon this paper.
