registring Officer, and denied that I could resign my position as registring Officer, all of which he knew was falls at the time. I may remark here that Lieut. Busbys candidate voted the conservative ticket, but he was willing to resort to any measure to defeat the express will & wishes of the Republican party, and to advance his interest and gratify the conservative Party.

I would say that their never has been a personal difficulty or words between Lieut Busby & myself. I was recommended as registring Officer by him, I recieved in my County a handsome majority & near two hundred of white registred votes.

In conclusion I would say: that in my judgement a change in the administration is desirable, & at this time ther is litte or no necessity for an Agent of the Bearow in Northumberland & Lancaster Countys, & would state that ther is little or nothing that demands their attention, that a citizen of the County be apointed at a nominal salary of $25.00/100 per month, or that the district be added to Richmond & Westmoreland Countys.

If the former course is thoght advisable I can recomend E. H. Daw or D. H. Gulick of Heathville Va. either of which will make competent, efficient & loyal Officers & would be axcptible by the Citizens.
