Captain Coulter,
Sir-
I have the honor to state that the first intimation I had, that a personal report was required of me, was your letter asking for an explanation.

After a careful examination of the orders and circulars turned over to me, I wrote to Col. J. W. Jordan, asking him if any more reports were required, and recieving no answer I took it for granted that no more were wanted.
