Sir

I observe by the public journals that the Bureau proposes to retrench and economise in its expenditures. I therefore take the liberty of soliciting an arrangement which I suggested to you last winter when in Richmond, with regard to the Bureau Agent for this division.

We have several competent and worthy citizens who will gladly perform the duties of the office, and will be much more acceptable to the people than any we have had among us for one half the compensation now paid to the Officers, and who will donate a liberal portion of their pay Monthly to the cause of education, the want of which we are now suffering beyond measure.
