Lunenburg C.H. Va -
October 20th 1868

We the undersigned citizens of the county of Lunenburg state of Virginia do certify, that Mr George C. Orgain acted as agent of the Freedmens Bureau for the Freedmen of Lunenburg county, for about the period of two years. Beginning about November 1865 and ending about that date in 1867. That during this time he attended regularly to settling the business and writing and witnessing the contracts of the Freedmen with their employers. That he attended the Freedmens Board Three days in each week during the year 1866. and that frequently the court would sit continuously for a week at a time settling and making contracts between the Freedmen and their employers and that Mr Orgain always attended these sittings and wrote the Freedmens Contracts. The business of the Bureau occupied the most of his time during the year 1866. For which he neglected his private business. 
During the year 1867, the Provost Marshall Capt  D.J. Connolly established his Head Recorder of Baskerville - and left Mr. G.C. Orgain to attend to the business of the Bureau for this county, exclusively - Mr Orgain continued to attend to the Freedmens affairs during 1867, devoting his time to writing their contracts and assisting them in their settlement with their employers. Capt D.J. Connolly requiring all employers to submit their contract to Mr Orgain as agent of the Bureau for approval during the year 1867.
