General Howard having ordered that the contracts should be made according to the State Laws & that they should also be approved by an agent of the Bureau.  Mr Orgain continued to act as agent for the Freedman until somewhere about November 1867. where Lieut. A G Rutherford took charge of the county.  Somewhere about the time & Mr. Orgain unable longer (or we were informed at the time) to attend unto the affairs of the Bureau, without compensation, ceased to act as the agent of the county.  We further state that during the two years he acted as agent he was faithful and energetic in the discharge of his duties.

Lunenburg CH Va Va,
October 1868, I hereby state that Mr Orgain acted as the Bureau Agent of this county for about two years for the Freedman.  that he devoted his time almost exclusively to their affairs in writing their contracts & advising them & assisting them in settling with their employer.  In consequence of his untiring labors in the Bureau and his friendship for the Freedman, together with the facts of his political sentiments and his advocation of reconstruction caused him the almost total loss of his business.  I know that Mr. Orgain acted as agent for the Freedman from November 1865 down to about November 1867.

I verified during that time at Lunenburg C.H. and saw Mr. Orgain almost daily during those two years in the discharge of Bureau business advising and assisting both white and blacks in making their contracts in a proper way.
