OFFICE SUPERINTENDANT 2d DISTRICT,

Petersburg, Va., Nov 17th, 1865.

Mr. Geo. C. Organ

Sir:

The Freedmen of Lunenburg County, Va., reposing special confidence in your integrity and ability, have chosen you as their representative in the Commission ordered by Major-General O. O. HOWARD, Commissioner, to adjudicate in all claims, or cases of difficulty arising between Whites and Freedmen, or between Negros themselves within your County, in which the penalty does not exceed imprisonment at hard labor for three months, or a fine of one hundred dollars.

Approving of their selection, you are hereby appointed an Agent of this Bureau, to act with the Assistant Superintendent in and for said County.

This Bureau, looks with great confidence, and expects much aid, by your influence over and advice to the Citizens and Freedmen, in removing all oldtime prejudices, creating a feeling of harmony between the two elements, encouraging and assisting industry, mutually benefiting the employer and employee, and restoring your Country to its original prosperity.

In entering upon your duties, you will have much to annoy you; advise carefully; act cautiously; decide conscientiously and justly, being assured of the protection and support of Government, and you will accomplish much towards the establishment of peace and prosperity.
