By Circular No. 27, War. Dept. Bureau, R.F. & A.L. Washington, Aug. 9th 1867, the ration to Refugees and Freedmen sick in Bureau hospitals is established the same as that by G.O. No 226. War Dept. A.G.O. July 8th 1864;  I find, upon taking charge of this Department, that the ration issued to sick in Bureau Hospitals by my predecessors, was considerably less than the ration established by the above order and would therefore respectfully request from you the information by what authority such irregular issues were made.
