Abandoned Property

The amount of Abandoned Property borne on the returns for this Sub District has been still farther diminished during the last quarter so that there are now remaining only two pieces of town property.  One farm (the Wise Farm) and Craney Island.

Reduction of Expenses of Bureau
During the past quarter, the expenses of the Bureau, in this Sub Dist have been reduced at least one half by the discharge of Agents, Clerks, Messengers and other employees.  The discontinuance of the Issue of Rations and the breaking up of the Freedmens Hospital and Old Folks Home.  The expenses during the next quarter will undoubtedly increase owing to the probable necessity of employing civilians agents in the place of officers mustered out and the evident necessity of aiding the destitute in the cities of Norfolk and Portsmouth at an early day by the establishment of a Soup House or the issue of Rations and by the issue of wood.

The following items pertaining to the Several Divisions will show more in detail the condition of the Freedmen, and the capacity of the officers in charge.
