5th The Supply of Labor is at present considerably in excess of the demand, owing to the cessation of Agricultural Labor at this Season of the year

6th The Schools, particularly those under the charge of the American Miss'n Association were never more prosperous in the history of the Bureau

Election 
The Election of Delegates to the Constitutional Convention passed off quietly and the Freedmen everywhere gave evidence of a desire to exercise the new privilege with judgement and moderation, not withstanding the confident prophecies of their enemies to the contrary.

Temperance 
A Temperance Society has been organized in Norfolk City under the auspices of the Supt. and Teachers of "Am Miss Asso" schools and numbers already about 600 members with the prospect of large additions. The importance of this movement cannot be too highly estimated and cannot fail to result in great good, especially to the rising generation., The Freedpeople however in the the cities as elsewhere in the county continue to be, as a class, very temperate on an average more so than the Whites.

Taylor Farm 
Shortly after the writing of my last Quarterly inspection Report. Genl A.P. Howe of Maj Genl Howard's Staff visited Norfolk under instructions to settle if possible the Taylor Farm imbroglio. The General in company with Lieut Murphy and myself visited
