[[?]], as during the past year it has scarcely more than paid expenses. One obstacle however exists at present in the fact that quite a large number of semi-destitute freed people are settled upon the farms and by the aid of little patches which they have been allowed to cultivate have managed to relieve the government of the necessity of their support. The renting of the farm would of course necessitate the ejection of these people on the reservation of a certain part for their benefit.

Lieut Havens A.S.A.C.
Lieutenant Morton Havens A.S.A.C. of this Division is an Officer of good abilities and has done much good to the Freedpeople under his charge, although from some peculiarities of temper upon his part or from his associations in the County, he seems to have incurred the dislike of some of the leading colored people. The office records are complete and kept in accordance with the manual

1st The general condition of the Freedmen is good.  They are generally  industrious and there is  very little destitution among them 

2nd The chances of obtaining justice at the hands of the Civil Authorities are not very good, prejudice of race and political animosity operating here as elsewhere in the Sub Dist very unfavorably
