On the 15th Nov last Capt J.W. Barnes the former Efficient Agent of the Bureau in this division was releived by Lieut G.M. Fleming 11th U.S. Infantry. In Capt. Barnes the Bureau has lost an Efficient Officer, who from his energy and long connection with Freedmens affairs, was peculiarly well qualified for his duties. Lieutenant Fleming, his successor during his brief connection with the Bureau, has shown in an Eminent degree those humane and Enlightened ideas of duty which are so peculiarly necessary to the position he occupies and which bid fair to make him a very valuable officer. The Records when turned over by Capt. Barnes were in Excellent order and have since been kept by Lieut Fleming in an equally admirable manner

1st The general condition of the Freedpeople in this Division is quite good, although it is represented, by Lt. Deacon that from the almost total failure of the Crops the Supply of food for both white and Blacks is hardly sufficient to last until another season 

2nd The chances of impartial justice from the Courts as now constituted continues as heretofore
