3rd  The Register of Marriages still continues  unattended to, although the five paragraphs of Circular No 11 have so far as I can learn, been in all other respects, faithfully carried out. 

4th  The County Authorities as heretofore are able and willing to take care of the poor both white and black. although it is feared that if the Crops are really as Short as represented, that, as the Season advances, the destitution may increase beyond their power of relief.
 
5th  The Supply of Labor continues Still to be inadequate to the demand. and the cultivation of the large Farms of the County is generally imperfect

6th  The Single School in this Division is doing well, a further appropriation is desired by the Freedmen to enable them to complete the School building at Franklin Depot. The school house there will be in good hands and the parties now building it are well deserving of further aid from the Bureau. A School is needed at Boykins Depot. At Jerusalem there is a Schoolhouse but no Teacher.
