Lieut A.G. Deacon V.R.C. A.S.A.C for this Division is a faithful Officer, but not Energetic. The Office Records are imperfectly kept, Lt. Deacon having lost an Arm and therefore finding it difficult to keep a good Set of Records without the aid of a Clerk.

In closing this report, I beg leave to express the hope that the Friends of the Bureau will continue to make every Exertion  to prevent it from being abolished, or Crippled in its action by a sweeping change of Officers, which would practically produce for a while at least, the same effect,  At no time in the history of the Bureau would its withdrawal have resulted more disastrously to the interests of the Freedmen
