General:

The list of those who are to purchase supplies from this District slipped through my hands without my giving it the attention it should have received. I never intended that any but those who had been officers and were mustered out and thus received reduced compensation, and A. A. Surgeons U.S.A., should have the benefit of purchasing supplies of the Commissary Department; and it was to cover these cases that I asked the permission of General Grant in their behalf.
