Respectfully returned to Bvt. Lieut. Col. C. B. Penrose, Chf. C.S. First Mil. District, Richmond, Va, with the remark that this Office has no copies of the Circular from the Bureau of Refugees &c., referred to, for distribution. The lists asked for have not yet been furnished. Until they are furnished, the construction to be given to the Circular will be that given in an explanatory letter from the Commissioner of that Bureau, viz: its benefit is limited to those who had been Officers and was mustered out and thus received reduced compensation and A.A. Surgeons U.S.A.

Respectfully referred to Bvt. Maj. Genl. A. B. Easton, Com. Genl. of Sub. Washington D.C. together with an official copy of the circular asked for, with the request that twelve copies of the same may be sent me for distribution together with a list of the Officers or Agents at the several different post's in the 1st Mil. Dist. to whom the benefits of this order are to apply. 
Under the wording of the circular each Employee of the Bureau believes that he has the right to purchase and the lists above requested would prevent many mistakes being made
