Respectfully forwarded to Maj. Genl. O.O. Howard, Commr, asking whether the Circular Letter of Nov. 5th, 1867, is intended to apply to Property that is libeled for confiscation.

Maj. Remington has been instructed to delay action in this case, until further orders.

Much of the land held by the Bureau has been libeled, and under 

existing orders, can not be restored, until the libel has been dismissed.
