Genl,
I have the honor to inform you that I have taken possession in obedience to Circular Letter from War Dept. Bureau R.F. and A Lands November 5th 1867. of the property known on the Returns of this Sub District as "Frame Dwelling Situated in Newtown Portsmouth Va. formerly owned by Robert Myers," he having been duly notified of the requirements of said Circular and having failed to comply therewhith. His reasons for non compliance are that he is a poor man and unable to raise the money to pay the cost ($86 00/100) without which the libel for confiscation cannot be dismissed
I would respectfully request authority to rent the property in question to Mr Myers at ($5 00/100) per month the rate at which he states the building was formerly
