On this 17th day of February 1868, before me Jno B. Upshur, a Notary Public, for the City of Norfolk aforesaid in the State of Virginia, personally appeared Isham Rainsey, of Norfolk County in said State, who upon being first duly sworn, declared that he is well acquainted with Andrew Wilks, who has made an application through the Bureau of R.F. & A.L. and that on or about the 26th day of September 1864. he  together with the said Andrew Wilkes, inlisted, at Newport News in the 2d Colored Cavalry and that they with about twenty more were transferred - from the Cavalry - to the 2d U S C. Lt: Arty: about two days after enlistment, He does not believe that either himself or Andrew Wilkes had been assigned to any Company in said Cavalry Regt. prior  to transfer as aforesaid, That he has no interest in the claim, either directly, or indirectly.
