Sir,
In reply to the accompanying communication I have the honor to state that the Almshouse was built at a time when the population was much smaller than at present, and at this time it is filled with both white & colored paupers.

The subject of building an additional house has been before the councils, but abandoned in consequence of the extremely depressed condition of the finances of the city.  

From the same [[cause]] the bills for supplies contracted on account of the almshouse have not been paid for several months & the city finds it difficult to provide for those now under her charges.
