States, he found, on his last visit to the Valley of Virginia, that the colored people and Union men of Rockingham County, had lost a friend, by the removal of G.K. Gilmer, through whom, they communicated their grievances to the Bureau officer at Woodstock; states, also, he is of the opinion, that there is no one in the Town of Harrisonburg, of sufficient intelligence, who will, voluntarily act for them.

Suggests, that this be brought to the notice of Capt. Hall.
