Dear Sir:

On my late visit to the valley of Virginia, I found that the Colored people and union men of Rockingham County had lost a friend by the removal of G.[[K?]]. Gilmer, through whom they communicated their grieveances to the Bureau Officer at Woodstock. And I am of the opinion that there is no one in the Town of Harrisonburg of sufficient intelligence who will voluntarily act for them.

I therefore beg leave to suggest that you communicate with Capt Hall in relation to the matter, and with the view of obtaining his full concurrence in any arrangement that may be made for the relief of those people.
