Colonel,
I have the honor to report that there is a colored girl about Twelve years of age called "Jane Perry" living with Caleb Perry in Chowan Co. Mr. Perry states that she was given to him by her former owner in Portsmouth Va just before the war, and that he had her bound to him as an apprentice about two years ago by Lieut A.G. Tennant who was at that time in charge of Freedmens affairs in Chowan County

The child seem to be well cared for but no effort has been made to learn her to read. Mr. Perry states that he is willing to give the child
