I have the honor to report that I have made a thorough inspection of this Sub-District, Comprising of the Counties of Norfolk, Princess Anne, Nansemond, Isle of Wight and Southampton pursuant to the requirements of Cir No. 5 Series of 1867 from Hd Qrs Asst Commissioner District of Virginia.

[[left margin]] General Condition of Bureau Affairs in 1st Sub Dist of Va [[/left margin]]
The general condition of Bureau affairs in the Sub Dist. is good. Although, owing to the general prostration of business consequent upon the unsettled State of the Country and the partial failure of the Crops last year there has been considerable Suffering on the part of the poor and bids fair to be considerable more before the crops of the present Season are harvested. Should the Season continue as it has opened favorable to Agricultural Operations, a large Crop may be expected. The action of Congress with the view of continuing the Bureau for another year has operated favorably in giving the Freedmen confidence in
