The pressing need for more Schools, the fact that the resources of most of the Benevolent Associations are already overtaxed and the length of time that must meritably elapse before a free School System can be Effectually organized renders it highly desirable that the aid of the Bureau should be extended to the hiring of teachers as well as to the rental, repair and construction of School buildings. In fact, as a general rule, Teachers are more needed at present than buildings as the latter in several places in the Sub Dist are unoccupied and in other places School rooms could easily be extemporized if Teachers were provided. The difficulty of finding white teachers who are sufficiently Self denying to subject themselves to the Social ostracism incident to the teaching of colored schools in the Country portions of the Sub Dist. rendered it necessary to rely principally upon Colored teachers in such quarters. The question of Education has, occupied a larger portion of my time during the last quarter than any other connected with the operations of the Bureau as it may I think be regarded as the most important one in the whole range of Bureau Affairs. Shaping to a great degree the future prosperity and usefulness of the colored Race.
