The following items pertaining to the Several Divisions will show more in detail the conditions of the Freedmen and the faithfulness and Capacity of the Officers in charge.

1st Division City and County of Norfolk Bvt Maj J H Remington Sub Asst Com in charge
1st. The general condition of the Freedman is good. Although in the Cities of Norfolk and Portsmouth, there are Some idle and dissolute Characters Such as will always be found in large Cities
2nd In the cities of Norfolk and Portsmouth the Administration of Justice has a general rule been fair and impartial although the Execution of the letter of the Law often bears very hard upon the Freedmen. Many of them are totally ignorant of the Same. This is particularly true in cases of Rental and Wages but it is believed they are gradually becoming familiar with the laws which govern in Such cases. Complaints of injustice, threatened or attempted, are most frequent from the County, and many cases by the intervention of the Bureau and the Mil'y Commissioner, have been adjusted to the satisfaction of all parties concerned, in which without such aid the Freedmen must have suffered great injustice. Applications for legal advice in cases of Ejection Wages &c still continue frequent.
