1st The general condition of the Freedmen is quite good. They are very generally at work for a Share of the Crop. When at work for wages, they get from $6 to $10 and [[?]] per month. With a few exceptional cases they are well treated.
2nd There is a tolerable likelihood of Justice being done by the Civil Courts in cases where Freedmen are interested against Whites although the prejudice of Race & Color is very apt to make itself felt in the verdicts of Juries in such cases.
3rd The Marriage Register has not been kept. Otherwise the 4 paragraphs of Cir No. 11 have been faithfully carried out.
4th There is a large Poor House and Poor Farm amply Sufficient for the accommodation of all the indigent that are likely to become chargeable upon the County for Support The Deposition of the Civil Authorities
