5th  In the Cities the Supply of Labor is slightly in excess of the demand, in the country the reverse 

6th  The Schools have all prospered Norfolk has supported 5 and Portsmouth private pay schools all taught by colored Teachers. More schools are needed at the following points, 2 in Norfolk, 3 in Portsmouth, 1 at Getty. Station, 1 at Providence Church, 1 at Great Bridge, 1 at Churchland and 1 at Tanners Creek Cross Roads.

Temperance
The Temperance Society continues prosperous.  

National Building and Loan Association
The same is true of the Building and Loan association in which all the Shares have been subscribed in great part by the Colored people, and which it is believed, will eventually prove of great advantage to them.

Norfolk Branch of Freedmens Saving and Trust
The Norfolk Branch of the Freedmens Saving and Trust Co. under the able and efficient management of H.C. Percy Cashier shows a gratifying increase of depositors and of deposits.  Since last report the number of depositors has increased from 1425 to 1621 and the balance of deposits on hand from $45000.00 to $46018.24/100   Amongst the depositors are 41 colored Societies averaging $200.00 each.  The number of White depositors is 18.

Taylor Farm
No action has been taken by Mr Taylor during the Quarter so far as is known, for the recovery of his Farm and the Freedmen continue in undisturbed possession of the same.

Office Records
The Office Records of the Division have been kept as heretofore (merged with the Records of the Sub Dist in accordance with the Manual.
