Head Quarters Wise Farm Va

1st  The general condition of Freedmens Affairs is good, the Freedmen industrious and work abundant for their employment.

2nd  Few complaints of injustice have been made and the disposition of the Civil Authorities towards the Freedmen in this respect has improved.

3rd  The Marriage Register is nearly complete and the 4 Paragraphs of Cir 11 faithfully carried out.

4th  Owing to the failure of the Civil Authorities to fully provide for all destitution existing in this Division, Rations have been issued to about 50 persons principally living at or near Wise Farm in order to keep them from Starvation until the Crops upon which they are laboring come to maturity 

5th  The demand and supply of Labor are nearly equal.

6th  But one School has been reported in the Division, which has been doing well.  Schools are needed at the Wise Farm, Kempsville, Pomgo District, London Bridge, the Court House and Pleasant Valley.

Temperance
No Temperance Society has been formed, but the Freedmen continue as heretofore remarkably temperate.

Wise Farm
The tenants of the Wise Farm are working industriously upon their Crops with the prospect of a good yield should the season continue favorable
