Temperance
The Freedmen continue temperate as a rule although it has been found impracticable to organize Temperance Societies.

Lieut G.M. Fleming 11" U.S. Infty A.S.A. Com. continues to perform his duties in a faithful and efficient manner, visiting Isle of Wight Court House regularly on Court Days, and in addition to his Bureau duties, filling the Office of Military Commissioner for the Counties under his charge.  The office Records are kept neatly, correctly and in accordance with the manual.

1st   The Freedmen are generally poor and have suffered considerably on account of the Shortness of last years crops.  They are industrious and work mostly for a share of the crop, which from present appearances promises to be an abundant one.

2nd  The Freedmen in most cases stand a fair chance of receiving Justice from the Civil tribunals although here as elsewhere in the Sub Dist the prejudice of race and color is quite strong.

3rd  No marriage Register has been kept, otherwise the 4 paragraphs of Cir No 11 have been faithfully
