Respectfully referred to Maj. Genl. O. Howard, Commissioner Bureau R.F.A.L and attention invited to within communication, enclosures and return Endorsement from Genl. O. Brown Asst. Com. State of Va.

It will be seen, by reference to S.O. 94 and the subsequent communication from H'd. Q'rs. 5th Sub. Dist. Va., (both enclosed), that I was detained at Eastville Va., without any official notification, or other intimation, of my discharge from Aug 10th till Sept. 3.d 1868 and as "S.O. 94", in relieving me from duty and requiring me to report by letter, necessitated my awaiting, at that station, the receipt, of further orders, it is respectfully submitted whether

such involuntary detention, at my own expense, does not justly entitle me to pay for the period covered by such detention.

With no desire to question or comment upon the alleged neglect of my immediate superior, I would still respectfully urge the injustice of holding me responsible for a remissness for which I was wholly irresponsible, and therefore I respectfully request that pay as A.S.A. Com. be allowed me for the period ending Sept. 3- 1868.
